I have discussed with Mr. Monson whether

the time has yet come for us to keep a more detailed record of such information than is given in his summary. We shall have to do so some time in order that the attitude to be adopted to these individuals when Hong Kong is reoccupied may be considered.

We have, however, come to the conclusion that, for the time being, it will be sufficient to keep adding to this note as information comes in, although it will be useful to insert marginal references to the sources of such information. For the present, therefore, I agree that the papers on this file and on Part I may be put by.
